Certifying as a NEW Official
- Become a member of USA Volleyball through the Keystone Region
- Complete the USAV Membership through SportsEngine (Membership)
- Pay the region membership fee, agree to and pay for a USAV background screening through SportsEngine
- Complete required SafeSport training
- Take the online training course for new referees and attain a passing score on the online USAV test.
- Attend an On-Court Training and Rating Session
- These sessions will be held at various Keystone Region sanctioned tournaments. You will come to the event prepared to officiate matches, and you will be trained and evaluated by our Keystone Region Training and Rating Team members.
- This is to allow everyone to experience a live game situation at a tournament. The focus is on learning, and new officials will be given training and guidance during this process. If the prospective official demonstrates proficiency by the end of the training and rating, and all other certification criteria have been met, a USAV Provisional patch will be awarded and the new official will be eligible for assignments.

Obtain the Approved Uniform and Equipment
- Shirt: The USA Volleyball approved uniform polo shirt must be either white, blue or gray, with the official embroidered logo on the left sleeve. Local High School approved wear will not be allowed in lieu of the USA Volleyball attire.
- Outer Wear: (Optional) Must be white in color and have the official embroidered USAV logo containing “Certified Official” on the left chest. Local High School and College Board approved wear will not be allowed in lieu of the USA Volleyball attire.
- Pants: Appropriately fitted, dark navy dress slacks (polyester or wool preferred). No denim, corduroy, or Dockers.
- Belt: Black leather
- Socks: White
- Shoes: All white, no colored trim
- Patch: As earned and given by the certifying body, will be worn on the right side of the chest when required
Equipment
- Whistle & lanyard (pea-less whistle)
- Ear plugs (strongly recommended)
- Yellow and Red Cards
- Two-sided coin
- Pressure gauge/ball pump
- Ball Pump
- Flags for line judging.
- Watch (capable of displaying seconds)
- USAV rulebook (which is supplied by the Keystone Region)
